This document aims to explore how whole life costing can be used in procuring construction projects and the effect that early decision making can have on both sustainability and the whole life costs of the project. The document is intended to be complementary to the Health Technical Memorandum HTM 07-07 Sustainable health and social care buildings: planning, design, construction and refurbisment (Department of Health, 2009)
