In these regulations, unless the contrary intention appears abrasive blasting means the cleaning, smoothing, roughening or removal of the surface or part of the surface of an object by the use of an abrasive material propelled by a blast of compressed air or steam, a wheel, or other similar means; abrasive material means a substance used or intended to be used as an abrasive for abrasive blasting
